The Town of Eagar elects its leaders on a two-year, staggered basis. The Town is pleased that it's past and present council members take an active role in ensuring the quality of life in Eagar is maintained for future generations.

Mayor Kim Holaway

Kim Holaway was born in Tucson and grew up in Tucson and Phoenix. She and her husband, Dave have been married for over 35 years and have two adult sons, a daughter-in-law, and two grandchildren. They have owned a home in Eagar for over 18 years and moved to Eagar full time nearly 7 years ago.  

Kim retired from the Marana Unified School District after 27 years as a teacher, counselor, principal, and student services director. For the past 22 years she has taught part-time for the University of Phoenix. 

Kim’s undergraduate degree is in Business Education from Northern Arizona University. She also earned master’s degrees from the University of Arizona in School Counseling and School Administration and was awarded a doctorate in Educational Leadership from the University of Arizona in 2004. 

Her participation in local organizations includes the Community Presbyterian Church, Springerville-Eagar Chamber of Commerce, and the White Mountain Historical Society. She represents the Town of Eagar on a number of boards and committees.  

She is honored to have been elected to serve the citizens of Eagar. Kim is committed to being an active and involved mayor. She will utilize her time and talents to preserve the quality of life that Eagar currently offers residents. Specifically, she will focus her efforts on providing leadership to ensure fiscal responsibility, protection of our natural resources, strong community planning, and promotion of business expansion and employment opportunities.

Councilman James Nelson Jr.

James Wayne Nelson, Jr. is a fourth generation native of Eagar, Arizona.  James graduated from Arizona State University in 1998 with a Bachelor’s of Science in Civil Engineering and in 2005 obtained his Registered Professional Civil Engineer Certificate for the State of Arizona.  During the past four years James has been working as a Generation Engineer for Tucson Electric Power Company in Springerville, Arizona.  In 2006 he was honored by election to serve as a member of the Eagar Town Council.  James is also an active member of the Arizona ATV Outlaws and the Apache County Sheriffs’ Posse.  However, his greatest fulfillment comes from his two beautiful daughters: Noelle, who is seven years of age and Isabella, who is three years old.

Councilman Byron Smith

I am a native Arizonan and have lived in Eagar since 1983. Prior to my retirement in 2002, I served as a Chemical Technician with Tucson Electric Power. Before relocating here in 1983, I worked for TEP in Tucson.  

My wife Betty serves as Court Administrator at the Apache County Superior Court. Our daughter Nicole, a 2004 Round Valley High School graduate, is a Northern Arizona University student.  

My educational pursuits include four years at Grand Canyon College and additional classes at the University of Arizona and Northland Pioneer College. I’ve also benefited from formal leadership and
team-building training.  

I presently serve as an AARP Tax Aide volunteer assisting seniors and low income individuals with income tax preparation. In my free time, I enjoy working with computers, photography, reading, and observing wildlife.  

I love living in Eagar and I’m thankful for the opportunity to serve my community. My desire for Eagar is a plan that would provide growth and employment opportunities while maintaining the small-town rural atmosphere that our residents treasure.

Councilman Gary Finch

Gary was born in Mesa, Arizona and raised from infancy in Eagar.  Gary lived two years in Missouri and five years in various places while in the Service and forty four years in Eagar.  Gary has been in the construction industry most of his life and owns and operates a contracting business in Eagar.

Gary graduated from Round Valley High School and has taken continuing education classes in math, history, welding, personnel management and economics.  Gary has skills in all phases of residential construction.  He has worked on schools, factories, resorts, motels, condominiums, convenience stores, metal buildings, commercial storage units, truck stops, built frame homes, SIP's panel homes, garages, barns, block homes and log homes.  

Gary is active in his church, has been a Boy Scout Leader, and has been actively involved in the Apache County Sheriff's Posse for seventeen years.  He likes to hunt, fish, camp and generally enjoy the out-doors, especially with his family and friends.

Gary's objective is to work hard, serve the community where he grew up and to ensure that the community grows and prospers.  Gary intends to do his part to see that the constitution remains the supreme law of the land and that people are treated with equity and fairness.

Councilman Steve Erhart

Steve was born in Louisville Kentucky, lived in southern Indiana and moved with his family to Eagar when he was in the 6th grade.  He has always considered Eagar “home”. 

Steve was employed at the Springerville Generating Station from 1981-1998 in different positions.  Shortly thereafter, he and his wife Susan opened a CARQUEST Auto Parts store in Springerville and another in St. Johns a few years later. 

Steve graduated from Round Valley High School and then earned a Bachelor’s degree in business administration from the University of Phoenix. 

Steve has two adult sons and enjoys outdoor activities with them.  He is proud to represent Eagar as a Councilman and will do his best to serve the residents.

Councilman Timothy N Rasmussen

II was born in Artesia, Arizona. I am a fourth generation (two parental sides) Arizona native and a life long resident, a source of great personal pride. I was raised in Globe. Having spent my life in a small town, I could not wait to move to a big city, where I was involved in the construction industry: ten years as a yard manager for a truss manufacturing plant, two and a half years as a truss designer using a CAD program and eight years as a plant manager for a national home building corporation. After twenty plus years of big city living, I was more than ready to return to my small town roots. Having spent my growing up years vacationing in the White Mountains and Round Valley area, I had the opportunity to make Eagar my small town permanent home. 

I have been working for a subcontractor at the Springerville Generating Station. I am a member of Apache County ATV Roughriders and am the Scout Master of Troop 80. 

I have served the Town of Eagar as a member of the Planning and Zoning Commission and currently serving in the Pitch In, Clean Up Beautification Committee and the Cemetery Committee. 

I am humbled and honored by the opportunity to serve the Citizens of the Town of Eagar as a member of the Eagar Town Council.
